Job Overview

IRC is seeking a Program Evaluation Consultant to conduct an end-of-project outcome evaluation for a multi-year protection and wellbeing project supporting displaced populations from Myanmar. The consultancy will run from 1 September to 31 October 2025 (45 working days). The consultant will assess project outcomes, analyze effectiveness, and provide recommendations for future program design.

Responsibilities

  • Design a mixed-method evaluation framework (qualitative and quantitative)
  • Conduct desk reviews and field data collection (in-person in Thailand)
  • Evaluate project impact across five OECD-DAC/DFAT criteria: relevance, effectiveness, efficiency, impact, and sustainability
  • Facilitate validation sessions with IRC, partners, and stakeholders
  • Produce and present detailed evaluation reports, summaries, and presentations
  • Ensure ethical standards and inclusivity in evaluation activities
  • Manage all logistics and costs associated with the consultancy

Qualification

  • Postgraduate degree in relevant field (e.g., M&E, social sciences, public health)
  • Proven experience conducting evaluations, preferably in Thailand or Asia
  • Strong skills in data analysis tools (SPSS, STATA, NVivo, ATLAS.ti)
  • Experience using mobile data collection tools (CommCare, Kobo Collect preferred)
  • Excellent written and verbal English skills
  • Strong facilitation, reporting, and communication abilities
  • Ability to work independently and meet deadlines
  • Familiarity with evaluations in low-resource or humanitarian settings
